Identify intended public benefit
Make clear which groups an activity seeks to benefit and how it relates to the organization's objectives.

Empower · Programme overview
Public benefit grounded in equity and human dignity.

Our mandate
Support vulnerable and marginalized groups.
This is one of our established focus areas. Activity examples and the participant journey below are illustrative; eligibility, fees, dates and locations require separate confirmation. Intended outcomes are not reported results.
The context
Supporting vulnerable and marginalized groups is both a specific objective and central to the organization's public benefit commitment. It also informs who the other programme areas should seek to reach.
People experience different barriers to opportunity and participation. Inclusion requires listening to those experiences and considering how programmes can be made relevant and accessible.
Support for vulnerable and marginalized groups is an objective in its own right and part of the organization's public benefit test. It also guides the other six focus areas. The intention is to consider who activities are meant to benefit, what barriers people face and how their perspectives can shape relevant and respectful support.
Our intentions
Make clear which groups an activity seeks to benefit and how it relates to the organization's objectives.
Consider accessibility, inclusion and differences in circumstance during activity planning.
Recognise people's rights, experience and ability to contribute to decisions affecting them.
Illustrative activities
These activities describe a possible delivery approach. The final offer would be shaped by community priorities, available expertise and programme capacity.
Conversations could help understand priorities and barriers without assuming that all vulnerable or marginalized people share the same needs. Only information necessary for the activity should be requested.
Programme planning could consider communication, meeting formats and other practical arrangements that affect participation. Available support and limitations should be explained clearly.
Where appropriate, people could learn about relevant education, livelihood, health or participation opportunities within the confirmed programme offer. Eligibility would be explained for each activity.
Accessible ways to share feedback could help assess whether activities are useful and respectful. Learning would inform adjustments and future planning.
Participation
Vulnerable and marginalized groups and communities within the organization's objectives, with intended participants identified for each activity.
These are intended participant groups, not eligibility rules. Confirmed opportunities will explain requirements, accessibility arrangements and any costs. Our 18+ membership requirement is separate from programme eligibility.
A proposed participant journey
Listen to intended participants and identify relevant barriers.
Consider practical needs, scope and available support.
Explain eligibility and participation arrangements clearly.
Review whether the activity is relevant, respectful and useful.
Outcomes & learning
More equitable access to public benefit activities and stronger participation by vulnerable and marginalized groups.
These are intended outcomes, not reported achievements. A future monitoring approach would consider the relevance and quality of activities as well as feedback from intended participants. Any published results should have evidence, dates and context.
No programme results are being claimed here. Verified updates and participant stories will be added when available.

Questions & answers
The public benefit commitment concerns intended sections of the public. Organizational membership is not a general condition for all programme participation.
